Government agencies require slope erosion control plans prior to issuance of grading permits. This system of "instant gradi-fication" is efficient for slope grading and cost effective for the client.

Development and Government Liaisons

TEI takes a leadership role to complete the administrative process within the shortest time possible by providing the chronology of tactics that effect a win-win situation. As the client's representatives, TEI works on a one-to-one basis to get government approvals, regardless of project size or volume. Experienced government liaisons isolate the main requirements to increase acceptance and access the most direct path in personally submitting the necessary documents, plan checks, certificates, maps and permits in preparing the site for successful implementation.

Construction Staking
A specialty of TEI. For cost-effectiveness and job efficiency a survey staff of three is recommended over the crew of two usually dispatched by most companies. All staff provided are strictly evaluated by California Surveyors Joint Apprenticeship Committee and work performed is under the on-site supervision of a qualified TEI Certified Party Chief.
Besides the already high standards of TEI, Thomsen Surveyors exceed the required guidelines of the International Union of Operating Engineers and Southern California Association of Civil Engineers and Land Surveyors.
Legal Descriptions
TEI precise legal descriptions are basic to all real estate transactions and are used to establish rights-of-way, ownership and entitlement. They must be unique in order to be valid documents of the property they represent. As an essential component to boundary issues they prove indispensable.
Property Research

Stormwater Pollution Prevention Plan (SWPPP)
During the final stage of design, TEI research the requirements of the government agencies, their requirements for Stormwater pollution prevention. After receiving their requirements, TEI will prepare a Stormwater Pollution Prevention Plan report design for our client project, and process the report in ordered for our client to obtain the construction permit.

This Stormwater Pollution Prevention Plan and BMP’s (ESC, CA, etc.) Referenced are from the California Storm Water Best Management Practice Handbooks (Construction, Municipal and Industrial). INTRODUCTION AND BACKGROUND
This Storm Water Pollution Prevention Plan (SWPPP) is required under the general permit and for selecting BMPs that become a part of the SWPPP in accordance with the California State Water Resources Control Board (State Water Board) Order No. 92-08-DWQ, National PollutantDischarge Elimination System (NPDES) General Permit No. CAS000002. In California, these permits are issued through the State Water Resources Control Board (SWRCB) and the nine Regional Water Quality Control Boards (RWQCB). In general, municipalities with a population of over 100,000, industries which have been identified by the Environmental Protection Agency to be a probable source of storm water pollutants.
The Storm Water Pollution Prevention Plan (SWPPP) calls for BMPs installed to identify the source of sediment and other pollutants from the construction site that affect the quality of storm water discharges generated from the construction site.
The SWPPP will be implemented prior to commencing the construction activity and shall be kept on site and made available upon request of a representative of the Regional Water Quality Board, the City, and/or The County. These agencies should notify the owner/developer if this SWPPP does not comply with any minimum requirements of the permit. The owner/developer shall be notified within 30 days to implement changes to comply with the minimum requirements of the Permit, to the Regional Water Quality Control Board and specify when compliance will be made. Owner/developer shall certify all changes have been made to comply with the minimum requirements.
Whenever there is a change in ownership, construction or operation which may affect the discharge of pollutants to surface waters, ground water, or a separate public storm drain system this SWPPP will be amended. Should there be a violations of any conditions of the Permit or the general objectives of reducing pollutants are not achieved in the storm water discharge from the constructions activity site, the SWPPP will be amended. Each amendment will be identified with the appropriate information, along with a description or discussion of the nature of the revisions.
IMPLEMENTATION
The SWPPP must be developed and implemented concurrent with the commencement of the construction activities. The initial element of the SWPPP to be completed is the procedure and training program to ensure that the construction personnel are throughly aware of the overall stormwater pollution management program. The discharger is responsible for implementing these requirements until the construction activity is over. For ongoing construction activity involving a change in ownership covered by this general permit, the new owner must implement this SWPPP requirements concurrent with the change of ownership.
TERMINATION
The owner or discharger may cancel or terminate coverage udner the Permit by submitting to the State Water Board, certification that the following has occurred:
1. The construction activity has been completed
2. The elements of the SWPPP have been completed
3. Construction and equipment maintenance wastes have been disposed of properly
4. The site is in compliance with all local storm water management requirements including erosion/sediment
control requirements, policies, and guidelines.
